Retired Probation Officer Facing 15 Felonies
Manual Edward Torres, 64, is being accused of embezzling over $500,000 from the Probation Peace Officers Association of Santa Barbara County. The misappropriation of funds happened over a 10-year period, 2009 – 2019. According to the Santa Maria Times,
“Charges include misappropriation of public funds, grand theft of monies from the Santa Barbara County Probation Peace Officers Association, forgery and false personation, which are alleged to have occurred between Jan. 1, 2009 and June 30, 2019.
Additionally, Torres will face three counts of failure to file an income tax return for years 2009 to 2011 and eight counts of filing a false income tax return for years 2012 to 2019, according to Dudley.
Torres also faces an aggravated white collar crime enhancement because the alleged crimes involved taking more than $500,000.”

Manuel Torres was arrested on Wednesday for the above crimes. None of the articles I’ve read on this story mention what Mr. Torres’ role was with the union that allowed him access to those funds. They also don’t say how he was able to get away with it for so long and how he was finally caught. Mr. Torres’ bail has been set at $500,000.
